When a content creator uploads a public video to YouTube they give permission for that video to be viewed through YouTube. 

You can show YouTube videos through a web browser using YouTube.com or by embedding a YouTube player in a different webpage, such as Canvas.

Downloading a video to be played offline is not an approved use of this content and does not always fall under fair use because it inhibits the ability of the copyright holder to make profit from the viewing of their video.
